
Welcome to the City of Milpitas Comprehensive Zoning Ordinance Update Website!
The City of Milpitas is undergoing an effort to comprehensively update the Zoning Ordinance, which is the primary implementation tool for the City’s General Plan with regard to land use. It was originally written and adopted in 1955, and most recently comprehensively updated in 2008. Although there have been multiple ad-hoc amendments in recent years in response to changes in State law, zoning practice, and technology, the Zoning Ordinance overall has not kept pace with changing trends and does not reflect current best practices. We look forward to updating the Zoning Ordinance to be a modern, user-friendly, and effective zoning tool.

Project Updates
A revised Draft Zoning Ordinance has been prepared based on comments received during the December 18, 2024 to March 7, 2025 review period. The Planning Commission recommended that the City Council adopt the revised Draft Zoning Ordinance on June 11, 2025. The City Council public hearing to consider adoption is expected in August 2025.
On June 18, 2024, new Business Park Research and Development (BPRD) and Metro Area Zones, new definitions, and new zoning regulations were adopted by the City Council to conclude Phase 1 of the Zoning Ordinance project. These new zoning regulations and zones are now incorporated into the City's online zoning code and interactive GIS map.
Previously, in July 2023, City staff and its consultant prepared a Background and Recommendations Report summarizing findings and recommendations for the Zoning Ordinance Update.
