Welcome to the City of Milpitas Comprehensive Zoning Ordinance Update Website!
The City of Milpitas recently launched an effort to comprehensively update the Zoning Ordinance, which is the primary implementation tool for the City’s General Plan with regard to land use. It was originally written and adopted in 1955, and most recently comprehensively updated in 2008. Although there have been multiple ad-hoc amendments in recent years in response to changes in State law, zoning practice, and technology, the Zoning Ordinance overall has not kept pace with changing trends and does not reflect current best practices. We look forward to updating the Zoning Ordinance to be a modern, user-friendly, and effective zoning tool.

Phase 1 of the project (New Zoning Districts and Zoning Map) is nearing completion.
The Public Hearing Draft New Zoning Districts (updated April 2024), which include the new Business Park Research and Development (BPRD) and Metro Area zones, are available, as is the Public Hearing Draft Zoning Map. A map showing only the proposed zoning map changes is also available. Hearings for this Phase 1 work are expected in May and June 2024. This website will be updated once these hearing dates are set.
As part of this effort, the City held two Zoning Advisory Group meetings in May and August 2023, a Community Workshop on August 22, 2023, a Planning Commission Study Session on August 30, 2023, and a City Council Study Session on October 3, 2023. Recordings and summaries of these meetings are available on the Meeting Information page. In addition, the City conducted a series of interviews with stakeholders to discuss the proposed BPRD Zone in November 2023.
Previously, in July 2023, City staff and its consultant prepared a Background and Recommendations Report summarizing findings and recommendations for the Zoning Ordinance Update.
Phase 2 of this project, the Comprehensive Zoning Ordinance Update, is currently underway. Similar to Phase 1, the City will hold Zoning Advisory Group meetings for this phase of the project.
